The CHPAMS Monthly is an e-newsletter of the China Health Policy and Management Society (CHPAMS). The Newsletter provides updates and activities related to CHPAMS and information of potential interest for CHPAMS members.

President’ Message: The COVID-19 Pandemic

The ongoing coronavirus epidemic is on everyone’s mind as its prevalence continues to grow. Each day seems to bring more alarming news. Questions, meanwhile, about its origin, transmission and treatment are also mounting, but there is much about this disease that we still do not know.

Experts from CHPAMS have sprung into action to lend their expertise. They are working to model virus spread, increase public awareness with accurate scientific information and supporting an effective global response. I am proud of the work that they have done and continue to do. As in previous issues of CHPAMS monthly newsletter, in this issue we continue to highlight members’ research and media efforts towards ending this public health emergency. Coordinated efforts from public health professionals across the globe are required if we are to effectively stop it and prevent future outbreaks. We look forward to fostering more collaborations among our members to help make this happen.

In addition to all your endeavors fighting the COVID-19 pandemic, all registered CHPAMS members, please remember to spare some time to vote for our future leadership. The election will be closed on May 4, 2020 (mid-night US ET).

  1. Announcing Candidates for CHPAMS 2020-2022 Board of Directors & President-elect

Dear CHPAMS members:

We are pleased to announce the candidates for the China Health Policy and Management Society (CHPAMS) 2020-2022 Board of Directors and President-elect.

The nomination process was open for all registered voting members on January 31, 2020 and closed on March 1, 2020 in pursuant to Article 7 of the CHPAMS Bylaws (http://www.chpams.org/bylaws/). The Nomination Committee deliberated all nominations based on their contributions to science and service to CHPAMS and made the recommendation to the current Board of Directors, who approved the final slate for election. The Nomination Committee includes Dr. Lizheng Shi (Chair, Nomination Committee; President-elect, CHPAMS), Dr. Xi Chen (President, CHPAMS), and Dr. Zhuo (Adam) Chen (Immediate Past President, CHPAMS).

We will use Balloteer (https://www.balloteer.com/) for the election. Balloteer allows anonymized voting with one vote per voting member. Ballot will be sent to the registered email address of voting members. Only the members who registered on www.chpams.org on or before the election day are valid voting members as defined in Article 3 of the CHPAM Bylaws. If you have questions regarding your membership, please contact member@chpams.org.

Once a voting member received a person-specific link for him/her to vote, please note that you can only click the voting button at the bottom of the page (“Cast Your Ballot”) ONCE. You will NOT be able to update your vote once you submit your vote. For the board positions, you may NOT list the same write-in candidate in more than one write-in box. Doing this will invalidate your vote.

Please note that the bylaws require 10% of all voting members to form the quorum for the election. Therefore, we encourage every voting member to cast your vote and make your voice heard. The election will be open on April 18, 2020 and closed on May 4, 2020 (mid-night US Eastern Daylight Savings Time). The results will be announced thereafter.

Liang Wang, MD, DrPH, MPH, FACE

Dr. Wang is a tenured Associate Professor at ETSU College of Public Health (CPH). He is a Fellow of the American College of Epidemiology. He has been a Visiting Scientist at Harvard T.H.Chan School of Public Health. His research focuses on obesity, nutrition epidemiology, health education and promotion, etc. Dr. Wang has published over 100 peer-reviewed papers (e.g., International Journal of Epidemiology), book chapters (e.g., China Blue Book on Obesity Prevention and Control). He has been a PI and Co-I on multiple grants (e.g., NIH). Dr. Wang has been serving as Board Director of China Health Policy and Management Society (CHPAMS), Associate Director of China-Tennessee Health Education Training Institute, Chair of Public Relations of North America Chinese Society for Nutrition (NACSN), Founding President of the International Chinese Nutrition Young Scholar Network (ICNYSN), Founding President of Institute of Health Education and Lifecourse Promotion (IHELP). He has been awarded NACSN Outstanding Leadership and Service Award in 2016, CPH Dean’s Special Recognition Award for University Leadership Faculty Senate in 2017, Dean’s Special Recognition Award for Service on the Faculty Council in 2017, and College Foundation Service Award in 2018. He was nominated by Dean for University Distinguished Faculty Award for Service in 2019.

Jing Li, PhD is an Assistant Professor of Health Policy and Economics in the Department of Healthcare Policy and Research at Weill Medical College of Cornell University. Dr. Li obtained her PhD in Health Policy and MA in Economics from University of California, Berkeley. She also holds an MA from Stanford University and a BA from Peking University. A major strand of Dr Li’s research examines the incentives and behaviors of healthcare providers, as well as their impact on healthcare resource allocation, with special focus on the impact among aging population. More generally, she is interested in applying innovative and advanced research methodology in informing relevant questions in healthcare research and policy. Dr. Li has received funding support as PI from sources including the U.S. Agency for Healthcare Research and Quality (AHRQ), Weill Cornell Medicine, Russell Sage Foundation, and Cornell Center for Social Sciences. Her publications have appeared in leading journals including Proceedings of the National Academy of Sciences, Journal of Health Economics, Demography and Medical Care Research and Review. Dr. Li was a recipient of CHPAMS 2018 Rising Scholar Best Paper Award.

Dr. Jinghua Li is an Associate Professor at Department of Health Policy and Management, School of Public Health, Sun Yat-sen University. Dr. Li received her PhD degree from the Chinese University of Hong Kong, Master’s degree (in Global Health Policy) from the University of Tokyo, and Bachelor’s degree (in Building Science and Economics) from Tsinghua University. Her research interests include behavioral health, epidemiological modeling, economic evaluation, focusing on HIV-related research. She has authored/co-authored 36 publications in international peer-reviewed journals. She is the principle investigator of National Natural Science Foundation of China, China Medical Board, and Sun Yet-sen University 100 Talents Scheme.

Chang Liu, PhD is a Regional Director for Singapore, Mainland China, And Hong Kong. Dr. Chang Liu is responsible for the health and aging innovation platforms and leads research and consulting work for ACCESS Health International in the Greater China and ASEAN region. Chang has a held teaching positions at Duke-NUS, the National University of Singapore Enterprise, and the Chinese University of Hong Kong. He has authored a number of publications, including the Singapore overview for the International Profiles of Health Care Systems published by The Commonwealth Fund and London School of Economics. Dr. Liu got his PhD degree of Health Services Research from Brown University, specialized in health economics. He also received Master degree of finance from Guanghua School of Management, Peking University.

Lei Si, PhD is a Senior Research Fellow in Health Economics and Health Systems Research at The George Institute for Global Health. He is a Conjoint Senior Lecturer at UNSW Medicine and an Adjunct Senior Research Fellow at Menzies Institute for Medical Research. He is a current National Health and Medical Research Council (NHMRC) Early Career Fellow.  He was the Vice Chairman of the Australian Chinese Association of Biomedical Science, Tasmania Branch (2013-2018) and the Secretary-General of the Chinese Professional Association of Tasmania (2016-2018). He was also a committee member of the International Society for Pharmacoeconomics and Outcomes Research (ISPOR)–Australia Chapter (2018-2019).  Dr. Si has been involved in conducting evaluations of submissions to the Pharmaceutical Benefits Advisory Committee (PBAC) for the Australian Government. Dr. Si mainly undertakes research in health economic evaluations. In addition, he works on health equality, equity of healthcare financing in China and discrete choice experiment. He has published more than 50 articles in peer-reviewed journals and two book chapters.  Dr. Si has received research funding from the National Natural Science Foundation of China, the NHMRC, China Medical Board and so on.  Dr. Si is an Associate Editor of BMJ Global Health and BMC Musculoskeletal Disorders.

Huiwen Xu, PhD is a Research Assistant Professor at University of Rochester Medical Center. He received his PhD in Health Services Research and Policy with Data Science training from University of Rochester. Dr. Xu’s research focuses on applying advanced statistical methods and machine learning to examine quality of care in long term care setting with Minimum Data Set and Medicare claims, improving quality of life among older patients with cancer, and reducing rural-urban disparities in the U.S. and China. So far, Dr. Xu coauthored 25 peer-reviewed articles, including leading medical journals like JAMA Oncology, Medical Care, and Journal of American Medical Directors Association; he also coauthored over 50 scientific abstracts and actively presented his work at national and international conferences. He is a SAS certified programmer with 3 certifications (Basic, Advanced, and Statistical Business Analyst) and cofounded the Rochester Data Science Society in 2016. During 2017-2019, he served the Advisory Committee of AcademyHealth LTSS Interest Group. Dr. Xu also serves as an ad hoc reviewer for 10 scientific journals including JAMA Network Open. Dr. Xu received several awards, including the Poster Award from Denver Post-Acute Care Conference, Student Volunteer Award from AcademyHealth LTSS Interest Group, and Travel Fellowship from CHPAMS.

Donglan Zhang, Ph.D., is an Assistant Professor of Health Policy and Management at the University of Georgia. Professor Zhang previously worked as a prevention effectiveness fellow at the Centers for Disease Control and Prevention.  Her research focuses on health insurance coverage and access to health care, telemedicine, health disparities, policy simulation and prevention of chronic diseases in the United States and China. Professor Zhang's research has been funded by NIH, USDA, and other local funding sources. She has published more than 60 peer-reviewed articles with some on top health policy and public health journals. She recently received an NIH R01 grant to study the rural-urban disparities in cardiovascular diseases and how local and state policies in the clinical and community systems help mitigate these disparities. Her study on telemedicine and stroke care was published in Health Affairs and presented at the national press club and received the China Health Policy and Management Society Rising Scholar Best Paper award of 2018. Her research on nutrition labeling and sodium intake, telemedicine, rural physician shortages, and rural-urban health disparities and policies has been featured in local and national media. Dr. Zhang received her Ph.D. in Health Policy and Management from UCLA in 2014.

Mengxi Zhang, Ph.D., MPH, is an Assistant Professor in Health Science at Ball State University. She graduated from Tulane University with her Ph.D. in International Health and Development and Master Degree in Epidemiology. Prior to Tulane, she majored in Preventive Medicine in Capital Medical University. Her research focuses mainly on health promotion among refugees in the United States and immigrants in Southeast Asia. She is also interested in maternal and child health in minority groups. She has received various awards recognizing her work, including the Best Dissertation Award from Tulane University and Mekong Region Scholars Award from the University of Utah.

CHPAMS Remembering Teh-wei Hu

 CHPAMS is deeply saddened by our loss of Dr. Teh-Wei Hu, professor emeritus of health economics at UC Berkeley's School of Public Health, who passed away on February 3, 2020. He was a long-standing member of the CHPAMS Advisory Board and served in the Reviewing Committee of our highest honor – CHPAMS Inspiration Award from the beginning.

Born in Shanghai and raised in Taiwan, Dr. Hu moved to the United States in 1961, where he worked at the World Bank and earned a PhD in econometrics at the University of Wisconsin in 1967. His first application of econometrics to evaluate the state welfare system's child health spending launched his 50-year career as a health economist. For much of his career at UC Berkeley, Dr. Hu researched the economic and health benefits of tobacco taxes, advised policymakers to significantly increase tobacco tax and cut medical care costs in California.

Dr. Hu brought this research to China, where nearly a fourth of the country’s population smokes, and advised Chinese health officials and policymakers to introduce its first tobacco tax in 2015. Throughout this work, Dr. Hu published multiple books and articles on tobacco policy in China and began advising former students and colleagues around the world on tobacco-related health policy and interventions. His influence soon began impacting research in Indonesia, Tanzania, and elsewhere. In 2011, the CDC appointed him to its Interagency Committee on Smoking and Health, and in 2014, the World Health Organization awarded him with a World No Tobacco Day award.

Beyond his work in tobacco policy, Dr. Hu will be remembered as a kind mentor and a passionate advocate. After retiring from teaching in 2004, he continued to advise students on their research and considered it a part of his mission to elevate their work for the good of public health. You will find below indelible memories and beautiful moments documented by some of former students and collaborators.

In memory of Dr. Hu’s substantial legacy to all of us and in celebration of his extraordinary life, CHPAMS Board of Directors voted unanimously to name the highest honor awarded by our Society as Teh-Wei Hu Inspiration Award.

CHPAMS Newsletter is a monthly e-newsletter from the China Health Policy and Management Society (CHPAMS). The Newsletter serves as a communication platform to provide updates and activities related to CHPAMS and information of potential interest for CHPAMS members.

Call for Nomination Of CHPAMS 2020-2022 Board Directors and President-elect

Dear CHPAMS members:

We are pleased to announce the call for nomination of the China Health Policy and Management Society (CHPAMS) 2020-2022 Board Directors and President-elect.

The nomination process opened for all registered members on January 31, 2020 and will close on March 1, 2020 in pursuant to Article 7 of the CHPAMS Bylaws (http://www.chpams.org/bylaws/). Please submit the nomination form to any of the committee members on or before March 1, 2020. The Nomination Committee includes Dr. Lizheng Shi (Chair, Nomination Committee; President-elect, CHPAMS), Dr. Xi Chen (President, CHPAMS), and Dr. Zhuo Chen (Past President, CHPAMS).

Only CHPAMS registered members are valid candidates as defined in Article 3 of the CHPAM Bylaws. If you have questions regarding your membership, please contact member@chpams.org.

Postponement Announcement: 2020 Westlake Forum

Due to the ongoing 2019 novel coronavirus (2019-nCoV) outbreak and the global health concern, the Organizing Committee of the 2020 Westlake Forum has decided to postpone the Forum originally scheduled on April 1-3, 2020 in Atlanta, GA, USA. We will assess the rapidly changing situation and determine new dates for the Forum as soon as possible. Once they are finalized, updated dates and agenda will be announced on this website. Applications for forum registration will re-open once the new dates are announced.

Meanwhile, applications for travel fellowship will remain open and the deadline for travel fellowship applications will be extended to April 30, 2020. Submissions of abstracts of either existing research or proposed new ideas, particularly from those with relevant topics on this 2019-nCoV outbreak, are welcome.

The Organizing Committee appreciates your continuing support. We hope the schedule change will minimize travel risks and the impact caused by the outbreak. We wish all our friends and the people of Wuhan good health and wellness.

Special Focus on COVID-19

China Medical Board Commits US$2 Million to Help China Control the Novel Coronavirus Epidemic

Since the outbreak of the Novel Coronavirus Pneumonia, the China Medical Board (CMB) has been dedicated in identifying effective and meaningful support to China in consultation with the Chinese government, collaborating institutions in China, and international partners. Two priority areas are identified: to protect front-line medical staff and reduce nosocomial infection and to strengthen longer-term capacity in responding to emerging infectious diseases. The Board of CMB is pleased to announce a commitment of US$2 million to improve equipment and facilities of the China Consortium of Elite Teaching Hospitals (the Consortium) and through training, research, and international collaboration to assist China in developing a modern emergency preparedness and response system.

CHPAMS's 2019 Rising Scholar Best Paper Award is to recognize outstanding peer review publications what are published in 2019 and authored by CHPAMS members who are in their early career stage. Starting from 2019, CHPAMS recognizes two awardees each year, one from scholars in China, and the other from scholars outside China. 2. The Launch of China CDC Weekly, November 2019

China CDC Weekly (CCDC Weekly) serves as a platform for the China CDC. CCDC Weekly publishes authoritative professional information on national population health, disease and risk factor monitoring, investigation data and important public health event investigation reports. China CDC will use the CCDC Weekly to express views, countermeasures, and suggestions regarding Chinese and global health issues and to report relevant research and surveillance data, reviews, and opinions, etc. CCDC Weekly will help guide public health and clinical practices to cement the China CDC’s professional influence.

CCDC Weekly is managed by the National Health Commission of the People’s Republic of China, prepared by the Chinese Center for Disease Control and Prevention (China CDC) and published by the editorial department of CCDC Weekly set up by the China CDC.

CCDC Weekly publishes weekly reports regularly and serial reports intermittently.

CCDC Weekly readership predominantly consists of public health practitioners, physicians, researchers, educators, students and news media. It is the China CDC’s primary method for publication of timely, reliable, authoritative, accurate, objective, and useful public health information and recommendations.

3. Call for Applications: CHPAMS Rising Scholar Best Paper Award

CHPAMS Rising Scholar Best Paper Award is to recognize outstanding peer-reviewed publications that are published in each year and authored by CHPAMS members who are in their early career stage. Candidates for this award must be registered CHPAMS members who are either current students or within five years since receiving their last academic degrees. 1.Dr. Zhuo (Adam) Chen is nominated to serve as a member of the External Editorial Committee of the Chinese CDC Weekly (http://weekly.chinacdc.cn/news/ccdcw.htm). The Chinese CDC Weekly (CCDCW) series is prepared by the Chinese Centers for Disease Control and Prevention (China CDC). It is the agency’s primary vehicle for scientific publication of timely, reliable, authoritative, accurate, objective, and useful public health information and recommendations. CCDCW readership predominantly consists of physicians, nurses, public health practitioners, epidemiologists and other scientists, researchers, educators, and laboratorians. CCDCW models after the US CDC MMWR, resulted in part from an intra-agency collaboration.

2. How do Childhood Environments Determine Life Course Health. Yale Center Beijing. To what extent may childhood circumstances determine health inequalities and disparities in old age? What can we do to promote our health? What aspects can public policy address? In this interview, Dr. Xi Chen illustrated how to utilize NIH sponsored HRS-Sister studies and their Life History Surveys collected from multiple countries to answer these questions.

Ten years of health-care reform in China: Progress and gaps in Universal Health Coverage

On October 8, 2019 from 6-8 pm, the Harvard China Health Partnership invites you to our next dinner seminar.

In 2009, China launched major health-care reform to provide all citizens with equal access to basic health care with reasonable quality and financial risk protection. The Government quadrupled its funding for health, expanded social insurance for all, and encouraged local governments to conduct pilots to reform their health delivery system. In 10 years, China has made substantial progress in improving equal access to care and enhancing financial protection, especially for people of lower socioeconomic status. However, gaps remain. From Editors

CHPAMS Newsletter is a monthly e-newsletter from the China Health Policy and Management Society (CHPAMS). The Newsletter serves as a communication platform to provide updates and activities related to CHPAMS and information of potential interest for CHPAMS members. 

President’s Message

Amid rising tensions of global trade and economics disputes, the flattening globalized world might nevertheless become more harmonized if people can share more common values. In this regard, public health has been an appealing arena that could serve as the glue to bind people together. Encouragingly, the world has evolved with unprecedented improvement in human wellbeing over the past two centuries, although wealth between the poor and the rich has been increasingly diverging.

To promote a more convergent and sustainable world, what are some common global values our human communities could offer? What might be the role of public health? What part can China play during its health reform and transitions? These are some of the questions we keep asking ourselves as members of CHPAMS, a global professional organization for over 2,200 researchers and scholars around the world to advance public health research and policy practice. Our mission is to improve health and health equity and contribute to the advancement of population health research, practice, and education of areas including but not limited to, health policy and management, health economics, epidemiology, and global health. We strive to accomplish our mission by fostering and promoting scholarly exchanges among its members and with Chinese public health community.

As usual, you will find in this issue of CHPAMS monthly newsletter our exciting activities and events, media communications, job opportunities, conferences, and research updates. Let us work harder to move our mission forward! Happy reading!

·        China Health Policy and Outcome Research Social Event Organized by CHPAMS

Lizheng Shi, Tulane University

On May 19, 2019, around one hundred Chinese researchers and scholars gathered at Tulane University for the China Health Policy and Outcome Research Social Event. This event was organized by China Health Policy and Management Society (CHPAMS), Prof. Lizheng Shi and his team from Tulane University.

Prof. Lizheng Shi gave an opening remark for this event. He said, this meeting provided a great opportunity for researchers and professionals from health insurance, health economics, and pharmcoeconomics to discuss and share the challenges and opportunities in their works. He added that, the discussion from this meeting could be contribute to the improvement of healthcare and health economic policy in China.

Prof. Wen Chen from Fudan University gave a keynote address on the developments and prospects on the pharmcoeconomics and health technology assessment in China. He addressed the implementation of pharmcoeconomics and health technology form a policy perspective in China.

During the first panel session, five researchers from China and US shared their views on HERO, data analysis, and pharmcoeconomics research and implementation in China; the implementation of evidence based health policy in the US CDC. These researchers were Min Hu from Fudan University, Mengchun Gong from Digital China Health, Ming Hu from Sichun University, Jian Wei Xuan from Sun Yat-sen University, and Hui Shao from Florida University.

  1. 2018 CHPAMS RISING SCHOLAR BEST PAPER AWARD

In 2016, CHPAMS established the Rising Scholar Best Paper Award to recognize outstanding peer review publications authored by CHPAMS members who are in their early career.  For the 2018 Award, we received an unprecedented number of high-quality publications. A seven-member Award Committee completed two rounds of thorough and independent review of the applications and selected two papers as the winners.  We are delighted to announce the following two papers and their lead authors as the recipients of the 2018 CHPAMS Best Paper Award!

Dr. Donglang Zhang, et al. “Expansion of Telestroke Services Improves Quality of Care Provided in Super Rural Areas” Health Affair. 2018 Dec;37(12):2005-2013

This paper presents trends in utilization of a two-way video conferencing telemedicine technology – telestroke – that connects large stroke centers and lower-resourced facilities to optimize acute stroke management in the U.S., and assesses the association between providing telestroke services and quality of care and medical expenditures, by urban versus rural county of residence among fee-for-service Medicare beneficiaries. The study finds that telestroke services have increased rapidly during the period from 2008 to 2015, with usage highest among patients in rural or super rural areas. Telestroke services improved quality of care and clinical outcomes, especially in super rural counties. The findings have important implications for policy dialogue aimed at reducing health disparities between rural and urban regions through expanding and reimbursing telemedicine technologies and services. Such evidence is also important and relevant to China’s health policy as China embraces emerging technologies in transforming its health delivery system to improve quality of care and reduce health disparities.

The paper’s lead author, Dr. Donglan Zhang, is an Assistant Professor at the Department of Health Policy and Management, College of Public Health, University of Georgia (UGA).  She is also adjunct faculty at Shanghai Children’s Medical Center, affiliated with Shanghai Jiaotong University School of Medicine. Before joining the faculty at UGA, she worked as a prevention effectiveness fellow at U.S. Centers for Disease Control and Prevention. She received her PhD in Health Policy and Management from the University of California at Los Angeles in 2014. Dr. Zhang’s research has been focusing on insurance coverage and access to care and prevention of chronic diseases from a system perspective in the US and China.

This paper is the first that rigorously measures altruism of U.S. medical professionals and uses it to predict career choice. The paper used a cutting-edge methodology developed in experimental economics to measure altruism among over 500 medical students recruited from schools around the U.S.  The paper finds that medical students with a lower degree of altruism are significantly more likely to choose high-income specialties and also significantly predicts students' self-reported likelihood of practicing medicine in an underserved area. This altruism measure is more predictive of specialty than other characteristics, including parental income, student loan amount and Medical College Admission Test score. This paper demonstrates that laboratory measure of altruism can predict important real-world decisions of medical professionals, and highlights the need to enhance altruism level and potentially change the specialty distribution among future physicians. The tool for measuring altruism preferences can be adapted for use in different languages and countries, including China.

The paper’s sole author, Dr. Jing Li, is an Assistant Professor of Health Policy and Economics in the Department of Healthcare Policy and Research at Weill Cornell Medical College. Dr. Li obtained her PhD in Health Policy and MA in Economics from University of California, Berkeley. She also holds an MA in International Comparative Education from Stanford University and a BA in Economics & English from Peking University. Dr Li’s research focuses on examining the incentives and behaviors of healthcare providers, as well as their impact on healthcare resource allocation, especially in situations involving conflicts of interests between providers and patients.

  1. 2018 CHPAMS INSPIRATION AWARD

It is with our greatest honor to announce the winner of CHPAMS’s 2018 Inspiration Award, Dr. Yaojiang Shi. CHPAMS established the Inspiration Award in August 2016 to recognize members’ extraordinary determination to challenge the “status quo”, overcome significant barriers and achieve accomplishments in scientific research, community service, or innovative activities that are above and beyond the expectation. The Inspiration Award was exclusively funded through member donations. In January 2019, CHPAMS started the nomination process and formed a five-member Award Committee that was made up of CHPAMS President Dr. Xi Chen and four distinguished researchers as below.

We received three highly quality nominations. All the individuals and team members being nominated have exemplified perseverance, dedication, and leadership in their impressive achievements and accomplishments.  After independent assessments, the Award Committee selected Dr. Yaojiang Shi as the winner of the 2018 CHPAMS Inspiration Award.

Prof. Shi is a visionary and persistent researcher who has made significant contributions to health and welfare of low-income children, especially in Northwest China. He achieved a distinct but successful research career path by giving up opportunities in business and public service. More than three decades ago, he started collaborations with eminent American researchers, including Dr. Scott Rozelle, while the region was still experiencing extreme poverty and short of any research resources at that time.  With his leadership, he has built an active research center almost from the scratch and overcome significant challenges in government support, research resources, and team building to implement series of large randomized controlled trials to improve health and welfare of the vulnerable children in China. He has demonstrated high academic integrity and was respected by peers and junior researchers as the role model. His vision, courage, and persistence in research makes him highly qualified for this award.

  1. 2018 CHPAMS VOLUNTEER OF THE YEAR AWARD

Volunteers are the cornerstone of China Health Policy and Management Society (CHPAMS). Each year, we grant Volunteer of the Year Award to a volunteer for his/her significant contributions to the organization. For 2018, we are delighted to announce the winner of CHPAMS Volunteer of the Year Award, Dr. Mengxi Zhang.

Mengxi received her Ph.D. in Global Community Health and Behavioral Sciences and Master of Public Health in Epidemiology, both from Tulane University School of Public Health and Tropical Medicine. Earlier, she received Bachelor of Medicine in Preventive Medicine from China’s Capital Medical University School of Public Health and Family Medicine. She is currently an assistant professor at Ball State University College of Health.

Dr. Mengxi Zhang began her service to CHPAMS in 2015 when she was a student at Tulane University. She has provided vital support to public-facing communications for our organization, such as editing monthly newsletters, planning and hosting webinars, and drafting CHPAMS blogs. While Mengxi is now an assistant professor, she continues to dedicate her time and efforts for CHPAMS. The development of CHPAMS calls for such great support from volunteers. We appreciate the services from volunteers like Mengxi. Congratulations to Dr. Mengxi Zhang, winner of CHPAMS 2018 Volunteer of the Year Award!

Call for Application / Nomination for Travel Fellowship

Zhejiang University and China Medical Board (CMB) will join hands to host the 4th Westlake Youth Forum in 2019. China Health Policy and Management Society (CHPAMS) is pleased to facilitate the Forum. The Organizing Committee of the Forum is pleased to invite applications for travel fellowship for CHPAMS members to participate in the Westlake Youth Forum.

The Forum provides a platform for young scholars worldwide to build up academic network, to exchange scientific thoughts and research experience, to communicate with senior scholars and policymakers, and to advance health policy in China. The 2019 Forum will be a three-day workshop for young researchers and practitioners in health policy and systems sciences.

Westlake Youth Forum:

• When: June 10-13, 2019

• Where: Zhejiang University International Campus, Haining, Zhejiang Province, China

• Preliminary Program:

June 10. Registration and social activities

June 11-12. Academic sessions and events of the Westlake Youth Forum 

June 13. Field visit

What will be included in the travel fellowship:

·         Local expenses including meals, accommodation, and local transportation in Haining, Zhejiang;

·         A $1,000 international travel allowance;

·         Networking with world-class academic leaders and young scholars from inside and outside of China;

·         Networking with Chinese academic leaders to explore your career opportunities in China;

·         Presenting your research and communicating with academic leaders and peers at the Forum.

Who can apply for the travel fellowship (Eligibility)?

·         Being a registered CHPAMS member at the time of the application (the membership registration link http://www.chpams.org/member-registration/);

·         Scholars under 45 years old who are faculty members, researchers, or graduate students in academia, research institutes, or governmental organizations outside of China;

·         Working in public health related fields. China relevance is a plus but not required;

·         Having the interest to build collaborations with academic and research institutions, governmental departments, and corporations in China.

Dr. Harlan Krumholz is a cardiologist and health care researcher at Yale University and Yale-New Haven Hospital. He received a BS from Yale, an MD from Harvard Medical School, and a Masters in Health Policy and Management from the Harvard University School of Public Health. He is the Harold H. Hines, Jr. Professor of Medicine and Director of the Yale Center for Outcomes Research and Evaluation, one of the nation’s first and most productive research units dedicated to producing innovations to improve patient outcomes and promote better population health. He is also a Director of the Robert Wood Johnson Foundation Clinical Scholars Program, which prepares talented physicians to become future health care leaders.

CHPAMS's 2018 Rising Scholar Best Paper Award is to recognize outstanding peer-reviewed publications that are published in 2018 and authored by CHPAMS members who are in their early career stage. Candidates for this award must be registered CHPAMS members who are either current students or within five years since receiving their last academic degrees. For more information, please visit CHPAMS website for details on eligibility and required documents.

Dr. Sten Vermund is a pediatrician and infectious disease epidemiologist focused on diseases of low and middle income countries. His work on HIV-HPV interactions among women in Bronx methadone programs motivated a change in the 1993 CDC AIDS case surveillance definition and inspired cervical cancer screening programs launched within HIV/AIDS programs around the world. The thrust of his research has focused on health care access, adolescent sexual and reproductive health and rights, and prevention of  HIV transmission among general and key populations, including mother-to-child.
