1.     2016 CHPAMS Rising Scholar Best Paper Award Winner

It is our pleasure to announce that the winner of 2016 CHPAMS Rising Scholar Best Paper is granted to "The effect of air pollution on mortality in China: Evidence from the 2008 Beijing Olympic Games", authored by Drs. Guojun He, Maoyong Fan, and Maigeng Zhou.

CHPAMS established the Rising Scholar Best Paper Award in November 2016 to recognize outstanding peer review publications authored by CHPAMS members who are in their early career stage.  A six-member Award Committee completed a thorough review of all eight applications and selected the winner for the first CHPAMS Best Paper Award. The winning paper, "The effect of air pollution on mortality in China: Evidence from the 2008 Beijing Olympic Games", estimates the causal effect of air pollution on mortality in China in a quasi-experimental design. The paper was published on the September 2016 issue of Journal of Environmental Economics and Management, a leading journal in environmental economics. The winning paper’s lead author, Dr. Guojun He, is an economist working on environmental, health and development issues. He is an assistant professor appointed jointly at Division of Social Science, Division of Environment and Department of Economics at the Hong Kong University of Science and Technology (HKUST).

Introduction

Dr. Winnie Yip is Professor of Global Health Policy and Economics in the Department of Global Health and Population at the Harvard T.H. Chan School of Public Health and also Director of the school-wide China Health Partnership. Dr. Yip holds a Ph.D. in Economics from the Massachusetts Institute of Technology. Her research focuses on:1) the design, implementation, and evaluation of systemic health care interventions, for improving affordable and equitable access to and the efficiency and quality of health care delivery, especially for the poor; 2) modeling and evaluating the effects of incentives on the behavior of providers (organization and individual) and patients. With a network of Chinese universities, Dr. Yip’s ongoing research projects cover over 25 million people in the low-income provinces in China. Dr. Yip has published extensively in top policy and economics journals, such as the Lancet, Health Economics. Before joining Harvard School of Public Health, Dr. Yip was previously a Professor of Health Policy and Economics at the Blavatnik School of Government, University of Oxford, and Senior Research Fellow of Green Templeton College, Oxford, where she was director of the Global Health Policy Program. Dr. Yip has served as an adviser to many international agencies, including the World Bank and the World Health Organization. Introduction

Dr. Youfa Wang is founding Dean of the Xi’an Jiaotong University Global Health Institute, John and Janice Fisher Endowed Chair, Associate Director of the Fisher Institute, and Professor of Nutrition and Health Science in College of Health, Ball State University, and previously, Professor of Epidemiology, Environmental Health and Pediatrics, Department Chair and Program Director in State University of New York at Buffalo, and the Founding Director of the Global Center on Childhood Obesity and Associate Professor at Johns Hopkins University. Dr. Wang is recently chosen as the recipient of the 2016 CHPAMS Inspiration Award, based on his impressive research achievements, significant scientific contributions and leadership in a number of areas on a global scale, many years’ dedication to promoting global health, strong support for young scholars’ career development, and outstanding leadership in multiple international and domestic organizations including the WHO and American Society for Nutrition, and, top universities such as Johns Hopkins University. As an internationally-known expert, Dr. Wang has published over 210 papers in top journals such as the Lancet, Circulation, JAMA, and JAMA Internal Medicine, many of which are widely cited for well more than 1000 times. Over the past 15 years, as the principle investigator (PI) he has secured about $23 million in NIH research grants including multiple R01 grants and a >$16 million NIH U54 center grant (“Systems-Oriented Pediatric Obesity Research and Training (SPORT) Center of Excellence”).  In total, he has secured about $46 million research grants as PI or Co-I.  He has fostered and established trans-disciplinary- and international collaborations on large research projects, which demonstrated his high strong research background and ability to collaborate well with a large number of scientists worldwide. His key research interests include epidemiology, nutrition, childhood obesity etiology and prevention, noncommunicable chronic diseases global health, big data, systems models, and mHealth. 

2016 CHPAMS Volunteer Award

It is our honor to announce the 2016 CHPAMS Volunteer Award winner, Dr. Jing Hao! Jing has been instrumental in many fronts of CHPAMS's activities. She, joint with Drs. Kun Zhang, Donglan Zhang, and Muzi Na, started the CHPAMS Monthly newsletter and demonstrated her initiative and leadership in the process. Jing also played a critical role in membership development, hosting CHPAMS reception or gathering events at APHA 2010, 2011, and 2012, as well as AcademyHealth 2015. She has helped in conducting interviews with Professor Michael Phillips and others. While Jing may have to retreat from some of CHPAMS activities for a little while to spend more time with the new addition to her family, we would like to recognize her for what she has done for CHPAMS, wish her well and hope she will be back soon!

2.      CHPAMS’s First Inspiration Award

It is with our greatest honor to announce the winner of CHPAMS’s first Inspiration Award, Dr. Youfa Wang, the founding Dean of the Xi’an Jiaotong University Global Health Institute, Associate Director of the Fisher Institute, John and Janice Fisher Endowed Chair in Wellness, and Professor of Nutrition and Health Science, Ball State University, and previously, Professor of Epidemiology, Environmental Health and Pediatrics in University at Buffalo, State University of New York and the Director of the Global Center on Childhood Obesity at Johns Hopkins University.

CHPAMS established the Inspiration Award in August 2016 to recognize members’ extraordinary determination to challenge the “status quo”, overcome significant barriers and achieve accomplishments in scientific research, community service, or innovative activities that are beyond-expectation. The Inspiration Award is purely funded by members' donation. Dr. Wang, a founding member of CHPAMS, was chosen by a distinguished 5-member Award Committee for his impressive research achievements, significant scientific contributions in a number of areas on a global scale, many years’ dedication to promoting global health, strong support for young scholars’ career development, and outstanding leadership in multiple international and domestic organizations including the WHO and American Society for Nutrition, and, top universities such as Johns Hopkins University.

Dr. Winnie Yip is Professor of Global Health Policy and Economics in the Department of Global Health and Population at the Harvard T.H. Chan School of Public Health and also Director of the school-wide China Health Partnership. Dr. Yip holds a Ph.D. in Economics from the Massachusetts Institute of Technology. Her research focuses on:1) the design, implementation, and evaluation of systemic health care interventions, for improving affordable and equitable access to and the efficiency and quality of health care delivery, especially for the poor; 2) modeling and evaluating the effects of incentives on the behavior of providers (organization and individual) and patients. With a network of Chinese universities, Dr. Yip’s ongoing research projects cover over 25 million people in the low-income provinces in China. Dr. Yip has published extensively in top policy and economics journals, such as the Lancet, Health Economics. Before joining Harvard School of Public Health, Dr. Yip was previously a Professor of Health Policy and Economics at the Blavatnik School of Government, University of Oxford, and Senior Research Fellow of Green Templeton College, Oxford, where she was director of the Global Health Policy Program. Dr. Yip has served as an adviser to many international agencies, including the World Bank and the World Health Organization. She is a Senior Editor of Social Science and Medicine (Health Policy editorial office), Associate Editor of Health Economics and Health Systems & Reform and serves on the editorial board for several other health policy publications.

DrPH program at Texas A&M University School of Public Health

The Texas A&M University School of Public Health, Department of Health Promotion and Community Health Sciences is seeking a doctoral student and research assistant in the Doctoral of Public Health (DrPH) program. The student will be enrolled as a full-time student in the DrPH program, and work 20 hours a week on research projects related to mHealth behavior and policy. The student is expected to maintain full-time student status and good academic standing. Most fulltime students can graduate within 3 years.

Eligibility: 1) Obtained master’s degree by summer 2017; 2) Undergrad GPA>3.0; Graduate GPA>3.3. GRE score>60%; 3) Completed intermediate training in statistics and can independently perform statistical analysis; 4) High proficiency in written and oral communication. A writing sample is required for application; 5) Background in social sciences or related fields such as public health, public policy, education, psychology, sociology.

Member’s Corner

Dr. Youfa Wang Named Associate Chair of the Global Health Section of the Chinese Prevention Medical Association

Prof. Youfa Wang, a CHPAMS founder and a former Board Director of CHPAMS, recently was elected as an Associate Chair of the Global Health Section of The Chinese Prevention Medical Association. The Global Health Section, a global health community association based in China, was founded on December 3rd 2016 in Beijing. It aims to facilitate research and collaboration on global health issues in China and worldwide.

Prof. Wang was elected based on his outstanding accomplishment and contributions in his career and work as a nutritional epidemiologist and related to global health and chronic diseases. This is another recent recognition of his expertise and important contributions by one of the most prestigious medical academies in China. Prof Wang is the founding Dean of Global Health Institute at Xi’an Jiaotong University. Over the past 15 years, he has worked at multiple universities in the United States as a Professor, Center Director and Department Chair such as at Johns Hopkins University and State University of New York; and he has been an adjunct professors in multiple universities in China as well. We believe Prof. Wang will contribute to global health development in China exceptionally well in his future efforts.

Member’s Corner

CHPAMS founding member Dr. Youfa Wang was recently appointed as the founding Dean of the Global Health Institute (GHI) at the Xi'An Jiaotong University, Xi'An, Shannxi, China. GHI was formally established on September 18th. GHI is the first global health research institute in Western China. In a global perspective, GHI focuses on the prevention and control of non-communicable chronic diseases (NCDs), systems science and big data in medical research, drug safety and policy research, health system and health policy research, food safety and nutrition research, child development and health research, mobile health research, development and promotion of individual health service and other health related hot issues. GHI has multiple open faculty positions with attractive salary and benefit packages. If interested, please contact Dr. Yaling Zhao (zhaoyl666@xjtu.edu.cn).

Dr. Youfa Wang,MD,  PhD (Nutritional Epidemiology) has been working as special expert for World Health Organization (WHO) and many other international organizations, such as serving as the Chair of the Nutritional Epidemiology Section of the American Society for Nutrition. Centered in Nutrition and epidemiology, Dr. Wang conducted his studies in several important fields of public health and health-related directions. He has published more than 200 peer-reviewed articles, led over 20 research projects sponsored by the U.S. National Institutes of Health (NIH), the United States Department of Agriculture (USDA), the Ministry of Health and other agencies, and received more than 23 million dollars research funding as Principal Investigator.

CHPAMS Member's Updates

Dr. Winnie Chi-Man Yip, a member of CHPAMS Advisory Committee, was appointed as Professor of the Practice of Global Health Policy and Economics, effective September 1, 2016 , with Harvard T.H. Chan School of Public Health. Dr. Yip will also serve as Director of the China Health Partnership, with the vision to strengthen and expand research and training programs in Chinese health systems and policy. Big congratulations to Professor Yip!

CHPAMS member and Board Director Dr. Liang Wang, an Assistant Professor at College of Public Health, East Tennessee University, is serving President of International Chinese Nutrition Young Scholar Network (ICNYSN). It is a new organization established on May 31st 2016, which consists of global Chinese young scholars, practitioners, entrepreneurs and students in Nutrition Science and Healthcare field. The purpose of building this network is to promote the development of young scholars’ career and innovative nutritional projects through communication, learning, training and multi-disciplinary cooperation, and eventually help improving public health both in China and globally. CHPAMS member Dr. Youfa Wang, Professor at School of Public Health and Health Professionals, University of Buffalo, The State University of New York, serves as chair of advisory board committee. Until September 2016, there are about 700 members worldwide.

The CHPAMS Monthly is an e-newsletter of the China Health Policy and Management Society (CHPAMS). The Newsletter provides updates and activities related to CHPAMS and information of potential interest for CHPAMS members.

CHPAMS Activities

1.     New Board of Directors (2016- 2018):

CHPAMS has successfully completed our election for the 2016-2018 Board of Directors (BOD). While we transition to the new BOD, we want to thank the outgoing initial BOD (2014-2016). Under the leadership of the initial BOD, CHPAMS had many accomplishments, such as its incorporation as a 501(c)3 non-profit organization, the first CHPAMS Conference, the monthly newsletter "CHPAMS Monthly", the Jump-start Your Career Webinar series, contributions to West Lake Forum and Youth Forum, and numerous receptions and outreaches at various conferences and meetings. The term for the new BOD started on July 1, 2016 and will end on June 30, 2018. We look forward to more growth and development under the new leadership! 

2.     CHPAMS' participation in Westlake Youth Forum (Chengdu) on June 21-23, 2016. 

The Westlake Youth Forum is sponsored by China Medical Board and organized by Sichuan University to promote junior scholars' training in health policy and systems sciences and career development. CHPAMS sent seven overseas members to participate in the Forum. Drs. Lincoln Chen, Hai Yu, and Gordon Liu were recognized for their significant contributions and continuous support for CHPAMS, and mentoring of junior scholars in public health and health policy. CHPAMS hosted a membership reunion on June 21. 

3.     Call for Nominations: CHPAMS Inspiration Award

CHPAMS Inspiration award is to recognize CHPAMS member’s determination to overcome significant barriers and achieve the beyond-expectation accomplishment in scientific research, community services, or innovative activities. Interested members can visit www.chpams.org for more details. 1.      The Board Passed the Policy on Inspiration Award

This award is to recognize individual member’s determination to overcome significant barriers and achieve the beyond-expectation accomplishment in scientific research, community service, or innovative activities. The nominee should email the following documents to the Chair of the award committee by October 1. CHPAMS will announce the winner on February 1 of the following year. The winner will receive $500 at minimum level and an award plaque. The award amount will increase with more endowment and sponsorship.

2.      CHPAMS Reception at Westlake Conference in Chengdu

CHPAMS Activities and Announcement

1st CHPAMS & China Health Review Conference Completed in Atlanta, USA

CHPAMS successfully hosted its 1st conference in Atlanta, USA on May 13-15. The three-day conference provided ample learning opportunities for attending members. Dr. Jeffrey Koplan, CHPAMS Advisor and Vice President for Global Health at Emory University, delivered the keynote speech. Members actively participated in sessions on scientific research, career development, academic publication, and team building events. With attending members' open vote, Dr. Xi Chen from Yale University won the best abstract award and five students received travel awards. Transition ceremony was conducted between Dr. Qi (Harry) Zhang (CHPAMS President, 2014-16) and Dr. Zhuo (Adam) Chen, (CHPAMS President, 2016-18). All conference logistics were provided by volunteering members and CHPAMS thanks them for their excellent services!

1.      CHPAMS’s First Election for Board of Directors (2016-2018)

CHPAMS has successfully completed our first election for the new Board of Directors (2016-2018). To keep the election process as transparent as possible, the election results were emailed to all registered members for review. The new Board of Directors will start the 2-year term on July 1, 2016. CHPAMS Activities

1. "Bridging the Minds in Health Policy" 1st Conference of CHPAMS and China Health Review (CHR) in Atlanta on May 13-14, 2016.

Purpose: This conference aims to bridge the innovative minds within CHPAMS across disciplines related to health policy. Scientific and professional development sessions will help members establish professional networks. The Board of Directors of CHPAMS and Editorial Board of CHR will host business meetings and communicate with engaged members to promote the organization and the journal to a new stage. 

Keynote Speaker: Jeffrey P. Koplan, MD, MPH, CHPAMS Advisor, Vice President for Global Health at Emory University, Former Director of US CDC. 

Members can participate in the conference on site or via internet. To register, please visit the conference site.

2. The China Medical Board invites young investigators from Chinese Universities for a sixth annual round of proposal submissions for the CMB Open Competition (CMB-OC) research program in the field of Health Policy and System Science (HPS). This year’s OC program will prioritize project submissions that seek to advance quality with equity in China’s health system. Projects that aim to improve the quality and equity of health care system in China will receive higher priority than other themes. Eligible applicants for 2016 exclude OC winners in 2015, 2014, and 2013. If interested, please submit your abstract to lzhou@cmbfound.org before the deadline of Apr 15th. Based on the bylaws, the current board of directors' term will end on June 30, 2016. Nomination is open for all members who registered on www.chpams.org. The board has appointed Qi (Harry) Zhang, Zhuo (Adam) Chen, and Dong (Roman) Xu to form the nomination committee, who will answer any inquiries about the process. The deadline for nomination is March 1.

4.      The Board Passed the Polices on Conflict of Interests.

The new policy will require any directors with potential conflict of interests to disclose and excuse themselves from the decision of any financial agreement with the third party. For more details, please visit here.

CHPAMS Volunteer of the Year Award 2015

CHPAMS is run by many volunteers who are the cornerstone of the organization. Each year, CHPAMS honors 1~3 individuals through the Volunteer of the Year Award. For 2015, the Award goes to Ms. Cuiwen (Cynthia) Liu for her excellent contributions on a variety of CHPAMS activities and tasks, including Jump Start Your Careers webinars, event reports, membership database, and China Health Review.

Ms. Cuiwen (Cynthia) Liu has a master degree in Health Management and Policy from the University of Michigan and is a Strategy and Operation consultant at the Deloitte Consulting in Chicago, serving healthcare providers, payers and life sciences companies.  Before graduate school, she studied finance and economics in Fudan University and worked as a business analyst of financial industries in China.
